Does it mean ON highway vehicles will still be permitted? I saw nothing that stated they would be banned.

I'm just sayin'... it could piss some politicians off pretty bad if they went to all that trouble then a bunch of TAGGED Jeeps and dual sport bikes were still out there playing...
